If using a GPS to measure speed, you are not measuring speed through
water.  If you hit 7 knots on the GPS, it is very likely the water was
moving a half knot or a little better (or a lot better, perhaps).

Hull speed limits speed through the water...not speed over ground (if
the water is moving for any reason).
