I would personally go with the 3 cylinder 20 HP, the 16 would give plenty of power, but the three would run smoother with a bit more reserve power.  Remember with any repower you are looking at a new prop and you might as well plan a new shaft.

Thank you Jim,
  I have an A-30, hull #115, no liner. It has been my intention to use a
Beta.( The Yanmar has been an after thought.)  What horsepower do think
would work the best when using the Beta? Cruising the Ches Bay as far south
as Bahamas.
