I think the eyewear industry has greatly distorted the perception of UV
degradation. I mean, even cheap Foster Grants block 98% of UV radiation.
So, any film applied (paint) is going to greatly reduce the threat.
I don't see how a consumer is going to measure sunblock effectiveness,
maybe paint a patch of skin and check for sunburn, and hope the measured
burn is not an allergic reaction :)
