It's not. And given that the ballast is internal (inside the fiberglas),
it's not grounded, either.
A couple decades ago, I did a bunch of research on lightning terminals
and grounding. (I was also researching the topic for remote data
collection stations.) The research is somewhat inconclusive as to
whether it's a good idea to ground the mast, or to add a lightning
terminal to the masthead. While some people swear by it, there are also
anecdotes of /worse damage/ due to attempts to ground.
I could describe some of the issues that I remember, if you'd like.
