An EE professor in Florida wrote that it would take a minimum of 2 
square feet of clean copper to provide grounding in ocean water compared 
to the stake in the ground used to ground houses. Considering that the 
copper would not stay clean, it would likely take much more than this.

I suspect that booster cables dangled in the water would be in the 
category of "harmless."
