On the liner boats, the beam is bolted to the bulkheads. The bulkheads 
rest on the liner. The liner does NOT rest on the hull except at the 
outboard edges. The liner does has 90-degree angles giving rigidity, but 
sags over time.

You can fix this by cutting holes in the vertical part of the liner to 
get access underneath it, and the glassing in support down to the hull. 
You might also want to check the bolts holding the beam to the 
bulkheads, and the rigidity of the bulkheads themselves.
