I think you will need different products for latex vs. oil based. The most 
effective thing I have used is coarse grit sandpaper...what a mess though!

Hello Mike,

Both. Though the majority is in the salon and is oil-base enamel, probably 
at one time semi-gloss. There has been some interior work in the head & 
closet, a poor job, using latex. No idea what if any primers were used.
