I already contacted sailmakers, with the old sail in hand.
They hemmed and hawed, but didn't really have a straight
answer.
The existing jib is definitely dacron, not nylon, it's just
old and lost most its resin. It may also be from the brief era when
a tighter weave was used rather than excess resin in order
to achieve low stretch.
I was hoping someone would say "Oh I just bought a new jib.
It measured 19 feet on the foot, was one foot short of the masthead,
made of X ounce cloth made by Company Y. They don't use
a lot of resin. The sail rolls up into 1 by 3 foot package.
It goes to weather great." Or "I have a X ounce jib. It
stretches way too much in anything over 8 knots". Or "My jib
is X oz, but I have to leave it on deck because it won't
squish down enough". In short, recent experience from somebody
with the same issue because they have the same boat.
