[Public-List] To encapsulate or not encapsulate

First, Thanks George, I'll pass that link on.
Wes, I've read that but have no direct experince.
I've suggested he not fully encapsulate so the wood can 'breath'. The arguement being that water will get in so give it a way to dryout.
I've heard arguements for both approaches.
Anyone have a theory about when to use one or the other?
