Speaking of heads I need to order a new one. Any reason not to select the 
Jabsco compact manual head? It looks like West Marine OEM's this, it's on 
sale!, and the usual players have it and a similar but more expensive 
Raritan model. Looking for simple operation and dont want to do this job 
again for a while if possible. If not this one, is there a better version 
for those of us on a budget?

Interestingly enough, the regulations define "holding tank" in such a
way that a porta-potty and composting toilet would probably count.

>From section 83 of the 2012 version of the regulations (which replace
the 2007 version that you linked to):

  “holding tank” means a tank that is used solely for the collection
  and storage of sewage or sewage sludge and includes a tank that is
  an integral part of a toilet.

The caveat is the requirement under section 88(f) that a holding tank
must:

  be provided with a discharge connection and piping system for the
  removal of the tank contents at a reception facility;

though "reception facility" isn't defined anywhere in the regulations.

If I were charged under the regulations for having a composting head,
I'd probably fight it on the grounds that 88(f) is sufficiently vague to
include my current sewage handling practices and equipment.

I remember seeing additional Ontario regulations for sewage systems, but
wonder if they apply, given that Candy Cane has federal papers.
