Hi there...  

Is the ball cock threaded onto your through hull fitting?   If so, you can get a new one and switch it for the old one despite the boat being in the water.  

The water coming in will be dramatic for a few seconds, but even if you're slow getting the new one on not much water will accumulate.  

If the through hull and the valve are one piece, you've got to wait till haul out and should plug the fitting from the outside till you can deal with it.  

The fact that the leaking varies with valve position may indicate that the casting is flexing and that's not good.  If it thoroughly broke you'd have a bad problem.
