Very interesting Bill.

I reckon the theme is that no single sensing device should be considered the
last word in determining condition.

In my wooden boat days I hired a surveyor to do my scheduled condition
survey for my insurance company.   My boat had just been hauled after a
season afloat.  He slapped his moisture meter on several below the waterline
planks then told me my boat was thoroughly rotten due to high moisture
content in the wood.  I dismissed him, and hired another surveyor more
familiar with wooden boats, and who didn't rely so heavily on inappropriate
instruments.  

Of course the planking below the waterline was moist... One counts on those
planks absorbing water and swelling up in order to achieve a tight and
strong hull.  

A good surveyor will use such things as moisture meter readings as clues to
gather along with his or her other senses in determining condition.  And
then it's still a best guess...
