Overdrilling of means that there is less metal around the hole in the ears.
If you overdrill by 1/16th (make the hole go from 5/16" in the case to 3/8"
that means that the tube you be putting will have a wall thickness of 1/32",
which isn't very thick.
The best approach is not have the bolt be in the part of the load bearing
at all and have the inside of the tiller part bear on the outside of the rudder
post part. This is the equivalent of grabbing the rudder post part with
a tight fitting wrench.
