Going a little further, if you have water coming out from the keel,
first grind or cut at the spot where the water is appearing and fill
with plumber's epoxy putty, which will cure in water. Water will create
pathway through regular epoxy.
Then layup some new glass, and when that kicks off, fair with Quick
Fair. Oh, wash the cured epoxy with soap and water before continuing
with the next layer. This removes the "amine blush" that inhibits adhesion.
