I did something similar to that in my Folkboat, but used butter on the bolt I wanted to move freely after the epoxy mixture around it cured.  I can report a complete success with twelve years of hard service following the repair, and when I got the boat back after she’d done a trip from Toronto to the Caribbean, my repair was still in perfect condition.

I didn’t know about the graphite filler, and just used the usual brown ‘Filleting’ filler.  I’m sure the graphite is better, but the softer stuff worked too.
