I've had bronze welded on to the fitting at the top of the rudder post and
then machined back. That was an amazingly tight fit but it didn't
last long. And it was expensive.
I have put a brass bushing inside the arms of the tiller head fitting. I
made it a very tight fit which also bent the arms out a bit. That is now
about 3 years old and seems to be lasting better.
Under no circumstances buy a new tiller head fitting from Edison. Very
expensive and very expensive shipping. And absolute crap. The hinge hole
was drilled at least 10 degrees off true and the fit was much looser than
the existing 50 year old fitting. I could have done better and I am
terrible at this kind of work.
Your bar stock solution sounds good, but I would up the thickness to 1/4".
