Stainless fender washers work very well to shim this interface. Its easy to zero-out the excess play completely.

Jonathan,
Several times I have been able to slip in bronze flat washers to take up the space between the rudder head fitting and the tiller fitting. If the bolt hole is elongated you can drill out a true hole and place a bushing around the bolt inside of the rudder head fitting. Keep this greased up nicely.
