Dan,

Like Jim said, you shouldn't have to cut any fiberglass.  Reach way
back and up inside those lockers and you'll find the nuts.  Put a 
pair of vice-grips on the nut and then you can turn the screw from
the outside.  Bang the screws out and buy new ones; it's not worth
the labor to salvage the old ones.

On the newer boats, the toe rail is held on with wood screws, not
machine screws.
