Well...  The CG Documentation office DID move to West Virginia.
They may not know what a freighter is, and they sure don't want
the gummint to seize their logging and coal trucks just because
there's some war going on.  And what's the use of notarizing
when all the notary does it put his own X on the paper same as
everyone else?  ;-)
