Chris,
I too am concerned about weakening the mast by putting a 1/2" dia. hole 
through mast (for 1/2 dia. sleeve with clearance hole for 5/16 bolt) for 
attachment of a bail. It think it would weaken the mast right at the point 
where the inner forestay is applying tension. That is why I suggested welding 
on 1/4" thick alum. plates approx. 3"wide x 5" high (bent to conform to the 
mast shape) on either side of the mast before drilling the hole. 

I would appreciate any comments.
