I think that may be a good solution. When welding on the mast I think it 
is important to think about stress generated by the welding process. I'm 
not an engineer but I know that if you girdle the mast with a plate you 
set up "stress risers" at the welds or at the area where the added plate 
stops in the case of a riveted plate. You can demonstrate the stress by 
taking four strips of wood or plastic two about 1" wide 1/4" thick and 
1' and two 6" long,  take a single strip and try to break it with your 
hands, now take a similar strip and double it with two other pieces half 
as long and try to break the single piece where the two backing pcs come 
together you will find that the piece is very easy to snap at the joint 
where the two backing pieces come together.
  I would also worry about corrosion behind the welded plates in the 
dead space. I think I'm going to rivet mine on. Or just weld a small 
doubler right around the hole for the sleeve I don't usually worry about 
stuff like this but I'm reluctant to fool around with my old heavy A-30 
mast without thinking it through  first. I imagine to replace it would 
be tough....
