[Public-list] Cabin Interior

Need direction:
 
Last season we repainted the interior of the cabin with a basic marine  
quality white paint.
 
This year every inch of it was peeling. I have sanded down the paint and  
come to an almost fiberboard like substance that seems to retain moisture.
 
Has anyone a suggestion how to prepare this surface and what product to use  
to get a good hold by the paint ?
