That's the standard location on earlier boats.  But you're right.  We 
haven't used ours in several years because of the nuisance factor.  I 
have a garelick foldup table in the hanging locker, held in place with 
two L-shaped pieces of pressure treated yellow pine under it and one at 
the forward edge.  (I call pressure treated pine, "Chesapeake teak.") 
It's much easier to deploy.  The nice teak table is mostly used as a 
home for mud-dauber wasps.
