Gord,

Hey that explains a lot. I have Roulette #567 sitting in my driveway which 
is undergoing [slowly] a complete restoration. This is a 'liner' boat which 
makes bilge access even more difficult. Anyway I noticed that 
the'fibreglass' [I spelled that like that for you folks up north] was 
cracked and so used a long-handled scraper to remove much of it. It is black 
and semi-flexible and about 1/8" thick. Looks like hardened tar to me!

Just to further complicate the discussion...

Common practice in commercial vessels and wooden yachts is to pour hot
roofing tar into inaccessible spaces like the bilge above the heel of the
keel...
