I have #133 and my gudgeon is attached to the stern post with rivets. So depending on your hull # it might be fastened with rivets or machine screws or something else.

Thanks for the kind words everyone. The boat is ~2.5hrs away right now so I need to plan and cant make my typical 3 trips for the right tool or part. 

I like the idea of a bushing or epoxy in the shoe, if that will do the trick. It seems though that I should plan for the worst and expect to remove the entire rudder assembly. It seems I need to dig a hole and then I need to figure out the way the gudgeon is attached. Either the nuts are corroded and are gone, or it was assembled with rivets. Or, I guess I am completely wrong. Time will tell. 

I'll plan to use an impact hammer on the screws/bolts then most likely drill out the gudgeon fasteners.

I've seen bronze bushings in Ace Hardware, and thought about that.

Oh, that sounds like a great idea. 

When I dealt with this issue on /Good Week/ I just went up to a 5/16" pin.  The shoe was worn egg-shaped and the threads in the rudder post were about gone from corrosion.  I've got the set of 3 taps, if anyone needs to borrow them.
