Short of a check valve located toward the bilge end of the hose, and even then the water down stream of the valve will drain back into the bilge, you will always have the volume of water equal to the length of hose from the bilge to the input of the pump plus the volume between the hose and bilge. Otherwise there is no prime. Groco does make these ranging in diameter from 1/2" - 2".

I have a similar layer of water, and am regualrly tempted to stick a
nice strum box on the bilge end of my hose and see if that could help
make it go away..
