Unless you are running all rope halyard, 3/8" line does not seem to have 
enough space to jump the sheave.

You don't want any space at all between the sheave and the plates. Give the
wire halyard an opportunity to jump out, and it will take it. I have a
machine bolt tapped into the side of the mast to adjust the squeeze. It
(the sheave) needs to be snug.
