[Public-List] Mast Sheave Washers

My mast is down and I could easily take the sheave out to see where the washers are placed. My mast has the composite sheave, toughenol? material.

Have a question on the placement of the 2 Brass Washers - do they go between the sheave and plates? 
When I took it apart they were siliconed to the outer sides of the plates. Just didn't seem right. Any advice?
