I finally was able to contact the supplier I had spoke of with the
following:

 

Epoxy ( fiberglass or gel coat ) does leach various chemicals into the
water.

 

If you have little black specs in the tank - they need to be removed (sanded
out) prior to coating as they are probably cobalt which is extremely toxic,
whether this is a derivative from the epoxy or  precipitates from the water
- don't know.

 

The product they sell is called "NSF" and is certified for potable water
tanks and food handling applications.
