Perhaps you will need to grind off the top of the al casting to get to intact metal. Then you have several options. If there is enough material in the thickness of the casting before you get to the inside cavity where the furling gears are you can drill and tap holes and mount a SS strap to the top of the casting. Depending on how you arrange the strap you might end up having to use a twisted shackle.

Originally the raised protrusion with the hole in it was a simple way to make the casting.  Now that is gone almost anything will suffice. You could probably lash the main tack to the boom with line. A SS strap/fairlead should work fine if you have at least a 1/4" of thickness to tap into. Use a fine thread machine screw and coat with anti corrosive gel when installing screws. You can do this on the boat in place...……..no need to try and locate a welder.  If you desire the original appearance then have a competent Al welder make an eye plate and weld it on where you wish. For the welding process you might want to disassemble the gear box and just provide them the empty casting...………..so as not to mess up the gears/bushings inside the gear box.
