the Chesapeake Bay Assoc. bylaws have it at 10'9" (part 2 paragraph 5). 
I believe the Canadian group has some bylaw differences relating (at 
least) to the spinnaker, that may be what you are seeing.

Don't let the decimal measurement throw you off-base 10/base 12 and all 
that.
